A group of dangerous criminals has to be transported on a cargo ship from Manila to Busan. They are accompanied by the captain of the Korean police and 22 experienced officers. The floating prison leaves the port and begins its journey to Korea. The prisoners are heavily guarded and all is quiet on board until the criminals start a mutiny and an evil force is unleashed.
