Brothers Minoru and Isamu Hayashi are two teenagers who live with their parents and aunt in a suburb of Tokyo in the 1950's. All the neighbors know each other in the community and gossip spreads quickly. The Hayashis refuse to buy a television, so Minoru and Isamu always have to go to a friend's house when they want to watch a program. In protest, the brothers go on a strike of silence against everyone.
